Yes! you can’t allow any part of the concrete to be loaded with a tensile force. From the article it appears the contractor improperly supported the bridge during the lift which resulted in the initial damage. When the contractor tried to tighten the cable, the bridge failed due to improper loading. The reason for the cables is to keep the concrete under compression.
