That is the whole point of "diversity", to promote or hire based on skin color or sex, because the advocates of that approach feel that the value in having people of different backgrounds brings more value than having objective tests that quantify who the best candidates are.

Which is patently false. There is no value inherent in having people from every race, creed, ethnicity, and sex in any given job. None.

So the answer is yes, they will bypass the best firefighters to meet their diversity goals.
