No they were not cleared to see the data.
Until someone signed into the SCIF, they had no access to it. Even though some may still have a clearance outside of the Congress, the prime rule in classified information, no matter the level, is NEED TO KNOW.
Seeing this was a SCIF specifically for Congress and not Senators, or anyone else, would have had to be checked in at the door with a need to know.
I think the last numbers I heard was about 190 Republican Congressmen had checked into the SCIF and 10,or less, Democrats.
Now, for others to be saying anything about what is in it are just FOS and just parroting Media Matters Talking Points Memos, not the Nunes Memo. The other possibility is that Schiff For Brains’s Memo has been circulated between those not on the access list for the SCIF.
Outside of that, if the unauthorized people are giving specifics that was only attainable by reading the memo, then we have our prime candidates for leaking classified information in the 10 or so Democrats. But then again, they would never do a thing like that, now would they?
Just recruising this thread and I caught this one that I had missed. Couple this theory with the Q drops about McCabe being held in a black location and spilling his guts and it may be Q saying McCabe is in custody (Apache) right before he goes into the tweet translation to from Comey to McCabe. I think we may have missed that earlier.

Assuming the observation is true (certain people visited the room that houses Schiff's memo), I doubt it was people named in schiff's memo/. More likely some are people who plan to facilitate leaks, others working on damage control and countermeasures of other forms, such as narrative development.

The interpretation of "APACHE" that I like best is it is a taunt to Comey and the dark hats. They can talk in code, and so can Q. Think along the line of "APACHE" being white hat code for "activate sleeper cells."
