Texas Department of Public Safety Regional Director Freeman Martin said that the neighbor, who has not yet been named, had 'grabbed his rifle and engaged the suspect.'.
Martin said that during the gunfight, Kelley dropped his Ruger assault rifle and got back in his SUV to flee the scene.
But another local resident, Johnnie Langendorff, who had witnessed the confrontation refused to let the shooter get away. Both he and the unnamed neighbor jumped in his truck and gave chase.
In a Facebook post, Langendorff's girlfriend Summer Caddel described how the pair had 'jumped in my boyfriend's truck and they chased that sick b*****d down in pursuit until the cops could catch up. He was able to run the shooter off of the road on 539!'
Langendorff told KSAT 12 that he'd been speeding at 95mph, while on the phone to dispatch, while the neighbor kept his rifle trained on the gunman's car.
As they approached a sharp curve in the road, near the 307 and 539, he said Kelley appeared to lose control and his car swerved off the road.
'That's when I put the truck in park,' he said. 'The other gentleman jumped out, and had his rifle on him. He didn't move after that.'
Caddel added that Kelley was gunned down within a few feet from her boyfriend.
Martin confirmed that police had found Kelley dead, saying that: 'We are not sure if it was self inflicted or if he was shot by a local resident.'
Cops also found multiple weapons and possible explosives in the vehicle.

Actually, they offered one for many years, the AC556.
However, of their AR pattern guns, piston drive or not, none have been manufactured by Ruger in anything other than semi auto. Ruger (strangely) doesn’t even make a .mil or LEO-only full auto or burst version.
Ruger makes the SR-556 and the AR-556. Both are Armalite pattern guns with modern features; the former is a piston driven rifle. I have one, very nice rifle.
Ruger’s first AR pattern rifles were piston drive with a FAL like gas system. Only later and recently did they start making conventional direct impingement ARs.
While I have an SR556 because of the commonality of 5.56 NATO and AR-type accessories, my “oh s**t rifle” remains the good old FAL. 7.62 NATO greeting cards for those that haven’t learned that what’s cover from a pistol caliber or 5.56 is simply concealment from a 7.62 NATO round. And with a heavy free float barrel, good way past 800 yards with good glass.

This is Texas! A rifle has always been legal to carry in a vehicle and now handguns can be carried by anybody who can legally purchase one. Handguns must be concealed in the vehicle unless you have a LTC.
An interesting note to this shooting is the shooter may have purchased the weapon illegally. He was given a dishonorable discharge from the Air Force making him ineligible to legally purchase a weapon.
These people put to shame most of our "journalists." Their articles are long and detailed.
