This summary describes key provisions of a proposal by Senators Graham, Cassidy, Heller, and Johnson. drafted as an amendment in the nature of a substitute to HR 1628, the House-passed bill to repeal and replace the Affordable Care Act (ACA).

Sale of insurance across state lines is not included and thus, in terms of establishing free markets, this is a NON-STARTER for me as if I get any say so at all.
Thoughts? What does all this really boil down to in some form of a true summary [summaries do not involve pages].
As long as the mandates are gone...
Anything that the federal government has its hands on turns out to be an unsustainable, extremely expensive, failure. Why should this be any different?
Two years for each state to craft their own healthcare system is not going to work. It will take that long for each state to have the fight to decide what they want their healthcare system to look like, and just as long to get it into place.
I like chucking it over to the states. Some will do well and others won’t. That’s the whole point of 50 states. It’s a good starting point and once ACA is replaced, more Dems will vote for further modifications. The big thing this bill does is eliminate the mandates (employers and individuals). But if we don’t pass this, we’re either 1) stuck with ACA or 2) looking at expanded ACA with a “bipartisan” bill
It is a good first step, gets rid of the mandates and allows states to opt out of the essential benefits, which is the big driving force in insurance costs.
Rand Paul needs to wake up and realize that full repeal is simply not a possible solution. He needs to understand that practically, this is the best he is going to get right now. Pass this and fight another day.
Here is the problem. The Uniparty has run out the clock. If they can just keep Obamacare as the law of the land until October 1st, it’s pretty much guaranteed to be permanent. Of course that’s the way the swamp works. They allow external deadlines to make disastrous decisions, and then throw up their hands and say, ‘We tried.’
We need to primary as many of them as possible. Meanwhile they have us between a rock and a hard place. We either get to keep Obamacare forever, or we get Lindsey Graham’s lame, pathetic alternative.
The only upside is that subsequent to October 1st, Graham-Cassidy could still be fast-track repealed. Obamacare would be virtually unassailable.
“As long as the mandates are gone...”
Yeah, the mandate to pay for your health care is gone, the mandate for you to pay for someone else’s health care is there.
Sale of insurance across state lines is not included...
From my reading that can't be done in reconciliation with 50 votes. One step at a time, and we need to get started with the first step.
The further away from the federal government, the better. Its a start
Fine. I’ve not had health insurance since Obamacare went into affect. I’ve saved over $50,000 AFTER TAX dollars since then.
I’ve been paying for other people’s health care for decades. Eliminating the mandate will shine a light on this issue as it becomes un-sustainable.
Get rid of the mandates and whatever we’re left with will get really ugly really fast. That is a good thing.
After reading it is not as bad as I expected. Of course my expectations were extremely low. :-) It seems better than what we have now IMO.
I have heard that Trump will do EO to allow insurance across state lines in the next week or so. Evidently, he has this power based on the ACA. Anyone else heard this?
>>> I have heard that Trump will do EO to allow insurance across state lines.
States already possess the authority to sanction sales across their borders, and to define the conditions for such sales.
In addition to this generic state authority, Section 1333 of Obamacare authorizes health care choice compacts across states. Five states have passed legislation allowing insurance plans that cross state lines: Rhode Island, Wyoming, Georgia, Kentucky and Maine.
Georgias law has been in effect since 2011, yet no insurer has yet offered an out-of-state policy there or in any of the other four states.
If sales across state lines is allowed this would tend to increase competition and reduce prices,
Is sales across state lines in this bill....?
Thanks in advance,
No provision for sales across state lines.
Not good.
I don’t know but it won’t make that big of a difference (in most states). The insurance companies all get 10% of revenue so their profit margins are all fairly comparable. I’d like to see it though, could help trim their overhead a bit.
“Eliminating the mandate will shine a light on this issue as it becomes un-sustainable.”
It’s been and it is unsustainable, they sustain it by raising your taxes or insurance premiums.
Its been and it is unsustainable, they sustain it by raising your taxes or insurance premiums.
And if we get the mandate removed, it will happen a lot faster.
BTW, I’ve saved over $50,000 after tax on premiums since it became the law. It’s because health insurance is not a viable option for me. It’s way too expensive for any benefit I receive, so I opt out. I don’t have flood insurance either, but that is a different subject.
“And if they do nothing, this will hit critical mass, where something will HAVE TO happen.”
Yep, single payer and government health care.
The road to this began when Reagan signed the bill forbidding private hospitals ERs from turning away patients who could not pay.
