Before Minneapolis police officer Mohamed Noor shot Justine Ruszczyk through the open driver's side window of his squad, a woman had approached the back of the patrol car and "slapped" it, according to a court document filed Monday.
Authorities say Ruszczyk, who also used the surname Damond, called 911 to report a possible sexual assault in the alley behind her south Minneapolis home. She called again 10 minutes later to check on the status of the responding officer's arrival. Soon after, she was shot.
A search warrant was filed by Minnesota Bureau of Criminal Apprehension investigators to look at the area where the shooting happened and gather evidence as part of the investigation.
"Upon police arrival, a female 'slaps' the back of the patrol squad," according to the search warrant. "After that, it is unknown to BCA agents what exactly happened, but the female became deceased in the alley."
But the document doesn't explicitly say it was Ruszczyk who slapped the back of the police cruiser. It also doesn't say whether that was the loud noise that Noor's partner, Matthew Harrity, said he heard and was startled by before the shooting.
A BCA spokesperson declined to provide additional details, citing the ongoing investigation.
Noor has declined to speak with investigators. He remains on paid administrative leave.
The shooting has stirred controversy all around the country and internationally as news spread to Ruszczyk's home country of Australia.
Former Minneapolis Police Chief Janeé Harteau, before she resigned Friday, condemned Noor's actions and said "Justine didn't have to die." On Saturday, Minneapolis Mayor Betsy Hodges appointed Assistant Police Chief Medaria Arradondo as acting chief.

In Minneapolis it is recommended that you cover your face in face cream and sprinkles just to be on the safe side... use the Somali word "kak-kak" for "donuts."
11:27 p.m. Justine Damond calls 911 to report hearing sounds of distress from a girl or woman behind her house. She says it may be a rape. A dispatcher says officers should arrive soon.
11:35 p.m. Damond calls 911 again to ask why police haven’t arrived yet. She gives the dispatcher address again.
11:41 p.m. Officers Matthew Harrity and Mohamed Noor arrive and drive south down the alley behind Damond’s house. Harrity, who is driving, is startled by a loud noise near his squad car. Damond approaches the driver’s side window immediately afterward, and Noor fires his gun past Harrity, striking Damond through that window of the vehicle, according to Harrity in an interview with state investigators.
11:42 p.m. Radio report of one person down, starting CPR.
11:50 p.m. Radio report of police doing CPR for “last four minutes.”
11:51 p.m. Damond is pronounced dead in the alley at the south end of her block. A medical examiner later says Damond was shot once in the abdomen.

Hoo boy. Read it. Poor Justine. They make it sound like she was trying to leave the US before she was murdered. But didn’t.
Well, I as a civilian would probably be held for contempt for taking the same stand.
The family of the woman has to take to the ‘court of popular opinion’ on this, forcing someones hand.
I find it hard to even give the cop the ‘benefit of the doubt’ on this and it gets weirder by the day.
I had said before...Were I his partner, we surely would have had a little talk about shooting across my body like that - IF he has his hearing back...
Sorry to point out the obvious, but the city of Minneapolis is acting like the country did during the 8 years of BO.
Couldn’t point out any shortcomings in BOs actions or even criticize him lest one get accused of racism.

A woman slapping the car of a Muslim is a hate crime punishable by instant death!
This all gets down to the Somali’s partner in the cop car. He saw everything because the Somali reached over him to shoot her. I am not interested in what the Somali has to say. I want to know what the partner saw and heard.
Now that's a sanitary description of cold blooded murder if I ever saw one!

I agree 100%. I read where he had his gun in his lap as they drove down that dark alley with their lights out. He heard a noise and fired away.

Not what I said.. I am merely pointing out that recent ambushes of cops has made them a bit jumpy. And understandably. I am in no way justifying what Noor did. I know why he did what he did and it’s called ‘Sudden Jihadi Syndrome’.
Noor apparently saw a shadowy figure and fired away under the nose of his partner and through either the window or door of the car. All violations of department policy. Will he be punished? Only if the department is backed so far in the corner and can see no way out of the predicament.
