For me it was Klingon Commander Kruge. in ST4: Search for Spock. Heartless, ruthless and he was killed off, very satisfyingly, in his only appearance.
I love it when the bad guys get it in the end.

That would be Javier Bardem who played hitman Anton Chigurh. Had to look that one up as he was so good at being a really bad ass dedicated to his job. His character gave me the creeps!

Right now on TV my favorite villain is
Simcoe from the AMC series - Turn: Washington’s Spies
It’s interesting that the real Simcoe is viewed as a hero in Canada, with several elementary schools and one town (I think !) named after him.
