On April 1, my car was hit at the roadside , the driver of the accident take full responsibility, but his insurance company(Access) was too slow to repair my car for me, also do not provide rental services, I've been waiting for a month and a half,because my speaking English is so bad, I don't know how to do, please help me!

Your insurance company will pay the bill and it's up to THEM to get the other company to pay them back. It's a process called subrogation.
But according to what you posted, it may be too late for that. Still...try.

If you have “uninsured motorist” coverage (have your insurer tell you if you’re not sure), your insurance company should help you or pay for your damage because, in effect, the liability coverage of the at-fault driver is being non-responsive.

Tell them you have done so, and that at the end if they have not reimbursed you, you will file in small claims court for any unreimbursed damages...against their client.
I guarantee their client will not be happy, since they can't represent him in small claims court.
I deal with insurance companies more than I like. No one gives a d@mn what they say their policies are.
You should deal exclusively with your own insurance company. They will pay for the repairs, and then they will work out the financial details with the other company. You do NOT need to get involved. Who is your insurer?
That isn't right, unless the repairs are more than the car is worth. Your own insurance should pay for repairs and go after the other insurance for the cost.
What has your insurance said?
Also, don’t accept a check from them that won’t cover the costs. If you do they will consider the matter settled.
If you were parked and your car was hit you should not have to pay deductible. Did insurance company assess you were at fault or partially at fault because you were not parked safely for other cars to pass?
Did you sign any papers with insurance company?
Do you have a savy (smart) English speaking friend who can go with you to insurance company and deal with them?
What city are you in, maybe a FReeper will go with you?
If the other driver was at fault, your insurer should help you recover your $500 deductible.
If you can’t make yourself clear on the telephone, why aren’t you e-mailing your insurance agent instead of dealing with us yahoos? You made the problem understandable to us.

There are a hand full of butt heads here at FR and they make us all look bad. Probably angry drunks with no friends just a keyboard and a desire to make others as miserable as they are.
