No, it does not appear to be a somewhat watered down version of Obamacare.
President Donald Trump and Vice President Michael Pence are the most conservative elected team I have ever seen elected. The perpetual losers are so unused to winning that they want to go back to losing again. The spiritual and biblical analogy is when the Hebrew slaves were redeemed out of Egypt by the mighty hand of God, only to murmer to go back to Egypt again.

I see no point in replacing Obamacare with a law that does essentially the same things except now it’s called something else.
Trump is the one who promised that people will be covered with a better plan and that no one with pre-existing conditions will be excluded. Ryan delivered......this nightmare.
This bill needs to die. Whether that helps Pelosi is none of my concern.
Frankly, politically, this would be better if this monstrosity was delivered by Pelosi. Republicans promising repeal for 7 years can’t drop this on the public and say, Mission Accomplished.
