Ford pardoned Nixon but Nixon had already been charged with a crime.
As far as I can remember, one has to be at the very least charged with a crime before one can be pardoned.

I will be a little disappointed if he doesn’t pardon some real scum bag. If he pardons one or both Clintons then a surrogate should come out and say it is to protect Obama from his part in their crimes.
