Ford pardoned Nixon but Nixon had already been charged with a crime.

As far as I can remember, one has to be at the very least charged with a crime before one can be pardoned.

Nixon also showed enough guilt/remorse/honor to resign (over far less than Hillary’s crimes). Hillary didn’t; she only is out because the voters rejected her.

No remorse, no pardon.
