So I'm sitting at a new position on one of the largest military bases in the USA and I have a nice cushy office, good pay and great benefits and it turns out on the second day.
I find out I'm working with a hard core (probably a card carrying communist) punk 30 year old that does nothing but sits at his computer, does no work and spouts off about Mr. Trump non stop, quotes CNN/MSNBC news like its Gospel and slams vets.
Any comments on what I might say come Monday morning to stop this?

Same thing happened to me at the Census as a supervisor in 2009. My manager had just moved here from Chicago and she thought Mr. Obama sh*t Obama steaks and pissed Thunderbird. I just ignored her unless she was instructed me to do something.

Since you are on a Military base, the possibilities include Military personnel, Government Contractors, or Federal Employees. I think each one has different leverages.
Your guy is probably some kind of network administrator or something similar. The combination of arrogance and unconcern that people would catch him not working would seem typical of these guys.
If you can't get rid of him, can you drive him nuts by doing things that annoy him like putting up pictures of Trump as commander in Chief?
Make him have a meltdown where the right people can catch him.

Might be interesting to see what happens if by chance someone anonymously posted his photograph, full name, home address, telephone number, make, mark color, and plate number of his car, and email address. Of course, none of us would ever do such a thing. But it could happen.
