There’s an English show called Caught on Camera (Netflix) that shows thugs at work. England has one camera for every ten Brits.
Their criminals usually use knives and machetes, and the occasional gun, and they have more crime than they will admit.

Heh. I correctly recalled that this was from BEYOND THIS HORIZON, but incorrectly surmised that I could easily browse the quotation. I was looking at the beginning, where the restaurant gunplay ensues, along with some explanatory passages about the "brassard" that made me feel I was close.
... not so! I had to "look it up on the internet," and it comes near the end in Chapter 15 in one of Heinlein's patented discursions.
