I have no problems at all with those sites. I have AdBlockerPlus installed on Chrome, I think that makes the difference. I don’t know, I’m no techie, but I haven’t had those kinds of issues with websites since I got ABP.

Democrats are absolute pros when it comes to manufacturing paper ballots. It’s very easy... all they need is a bunch of no-show voter registrations which is what Terry McAuliffe was trying to provide by allowing felons to vote, and what ACORN was all about [it’s under a new name these days]. They deliberately target the demographics least likely to bother to vote, getting these nonvoters to register, that way they have a lot of extra unused ballots assigned to precincts by the county. Those unvoted ballots are theirs to play with when they need to squeak over the top in close races.
Every ballot that a voter does not show up to mark is a ballot that can be voted by the Democratic committeemen there.

As I mentioned in a post on that thread She says a lot of things that can be verified and seems to be speaking from memory but she is hard to believe. Maybe because of what she went through, if true, has her a little scrambled. But the report you posted ties these two together.
Just a guess: He probably had a compatriot standing by, and if he didn't hear from Assange at certain times he would release these codes.
The codes are probably encryption keys to open the rest of the files he was going to release slowly.
