On a recent Thursday morning, sprinklers ran for six minutes, soaking fake grass outside the South LA substation. Even an area completely devoid of grass -- real or fake -- was inundated by water from sprinklers.
Harasick said leaving the turf unwashed leaves a foul smell in the air.

It’s not a trivial matter. I worked with a man who tired of mowing his grass, so he replaced it with Astro Turf. His problems then became dogs and weeds. He fixed the weed problem with regular spraying for weeds, and he fixed the dog problem with regular washing with a hose. However, he couldn’t resolve the problem of taunting from his neighbors for watering and weeding his Astro Turf. He finally replaced it with grass.

My dad had one of those mowers.
The ‘big box’ stores still sell em.
Only good for city lot size lawns though...
Back to CA & water usage rules:
They have time limits (5 minutes?) as well as time-of-day (before 10am, after 6pm I think) and what days you can water (2x a week, 3x at most)
Many many people have put rocks and cacti in their yards where the grass used to be.
