If they are not on duty, nothing about it violates the Hatch Act. As long as they're not in uniform of any kind (not including union apparel), they're fine. If they're being paid as official time, then they're in violation of the Hatch Act.

My husband worked for the government and the union reps were gone all the time to meetings, etc. And they were still paid their salary.

It’s important to remember FDR thought the idea of a union for government employees ridiculous. Additionally at the Federal level they could be gone via an executive order since it was JFK’s executive order that let them in in the first place.

If I was in that narrow room, I would get a panic attack from claustrophobia. Claustrophobia is one of my after-effects from serving years on a U.S. Navy destroyer. The Youtube video made it look like a Trump-sized rally. This is part of the false optics of the Democrats that gives me another panic attack: the effects from my first exposure to der Hildebeast when she brought her Hillarycare bus rally to Seattle in 1994. It gave me feelings of rage at the sound of her voice like a fire cracker causes a shell-shocked veteran to drop and cover.
Drop and cover, folks.

I am familiar with the Truckee-Meadow Community hall. It is narrow with a hallway width balcony on the side. According to local video the audience was less than enthusiastic. Many looked rather sullen and/or disinterested. She walked carefully as if the floor was covered with black ice. She smiled, waved and pointed up high in an area where there were no people.
