I don’t really disagree with what you are saying but presidents send legislative packages down to Congress to take up all the time. I suggest you google it and see how many hits you get. I don’t know the ins and outs of NYT v Sullivan but it’s telling that Scalia thought it a bad decision.

Apparently the difference between one and the other is "bigotry." The Fascists were bigots, and the Communists were against bigotry. Therefore we conclude that to liberals totalitarian governments are not bad unless they are bigoted. Apparently a totalitarian government that is "against bigotry" is the greatest thing in the world to a contemporary liberal.
