This is even worse than shooting your foot while drawing weapon from your holster. I can understand (but never excuse) how the latter could happen - you accidentally let your finger slide into the trigger guard while drawing. This happens, especially with serpa retention holsters. But there’s absolutely no reason to shoot yourself when cleaning a gun. The first thing you do whenever picking up a weapon is to clear the chamber. I agree with a poster above, there’s good chance the Sheriff was playing with the firearm and then used the old “I was cleaning it” excuse.
