I imagine he's going to be pushing for more gun control -- worst case, announcing an executive order that he just signed/is about to sign.
I doubt he'll say much about Muslim terror. Maybe a passing comment that these types of people don't represent Islam.

Fact is - California is a liberal’s wet dream when it comes to excessive and oppressive gun control. Some of the most severe and restrictive laws in all the US.
