A Washington, D.C. woman is taking on the Virginia Lottery after she bought a winning ticket worth $20,000 but is not getting the money. The lottery said the ticket was issued in error.
"When I saw that $20,000, you don't know how excited I was," said Ardella Newman.
On Aug. 22, at a lottery machine inside Shoppers in Alexandria, Newman thought she hit it big. On a $2 scratch-off ticket she matched the number 16--for $20,000.back.

Maybe people shouldn't gamble, and let the state lotteries and casinos die on the vine.
Yes. At least the Mafia paid out to the winners,
or knee-capped them to maintain fiscal integrity...
So yes, this wasn't a winning ticket - now here's the question: How many people were ripped off with bad tickets? How many threw away tickets that actually won, but the consumers didn't know because the ‘match numbers’ were sold with another card?
I'm sure that the state lottery will only replace the value of the rip off for this mechanical error - if this was a private company, they'd be paying some lawyers some awfully inflated fees and doing a refund to ‘affected consumers’ who filled out an online form.
Honestly, the smart choice would be for the state lottery to pay her and any other person who has a ‘winning’ ticket mixed between two tickets like the error from the machine. It will likely be cheaper than the future court case.
But, right, I forget, this is the public’s money we're talking about here. They'll likely fight the court case, paying tens of millions in fees to avoid paying 20 grand.
Lotteries are a tax on stupid people.

Public Finance and the Fortunes of the Early American Lottery
Harvard University and many other colonial America institutions were built with lottery money.
Imagine how quickly the law would come down on a private entity that said uh nope, you didn’t win anything, that’s an error.
But even stupid people win once in a while and when they win, they're supposed to get paid.
And later, Social Security.
This doesn't invalidate Lurker's post.
There was also slavery and witch trials which I'm glad we don't have anymore.
There’s never been any shortage of stupid people.
I believe you, me and P.T. Barnum are in agreement on that point.
At least not by those labels.
Who are the people working for absolutely nothing and send me a link so I can follow some of the actual witch trials.

Yep !
.
Slaves got more than nothing for their work. The owners were obliged to care for the slaves. as for witches, the new ones are those who dare oppose things like homosexual marriage (cake bakers, county clerks) and other government-endorsed perversions.
That is such an incredibly ridiculous stretch I’ll just leave it at that.
