Sounds like a job for the Institute for Justice. As far as I can tell based on the article the only law they broke was failing to file that BS notice. How would they be responsible for someone posting more than the permitted posters?

I agree the law and the threat of fines stinks. Fortunately they can still post notices and distribute fliers at private businesses and residences with the owner’s permission. I bet there are places that have bulletin boards just for such fliers.

That is one every 1.6 miles on every street.
If they focused on the area the dog was lost say just 25% of the area. That makes it every .4 miles.
I could see how this could draw the cities attention.
