The article says he did it as part of a vaccine trial. He actually got another virus engineered with a couple of Ebola genes. The idea is this might stimulate antibodies that would attack the Ebola virus itself. It doesn’t sound very high risk to the guy.

He's testing the vaccine in an in vivo trial. One can measure the titer all day long (in vitro) but the proof is the vaccine challenge. This is how vaccines become validated. My hats off to him as he is taking a high risk.

One can only wonder why they don’t test the Reston strain of Ebola as a vaccine. When 6000 monkeys in Reston Virginia all died from Ebola and none of the monkey handlers did, but the handlers were all found to have Ebola antibodies in their blood, it should have told someone that the Reston strain might be a good candidate for a similarity immunization.
This is how the small pox vaccination worked. They give you a case of Cow Pox, which is not fatal and since the small pox vaccine is related, you are immune to small pox.

Why on earth isn't he in a controlled environment instead of his appartment?

This means there are 20 people in the Alexandria area that have been injected with Ebola and aren't sufficiently quarantined. They will be traveling to and from doctor's appointments. This is ridiculous!!!!
