I’m thinking that this whole thing is nothing more than a public relations ploy that was planned before he ever left for Martha’s Vineyard. His handlers wanted to blunt all of the criticism about his incessant golf outings and numerous vacations, so Obama “interrupted” his latest vacation so he return to Washington and look like he gave a damn.
He needed to appear engaged in the Iraq crisis, Ferguson is a last minute add on. Remember the flack he was taking about his vacation with people dying of thirst on the mountain in Iraq, not good? Watch, his poll numbers, they will go up substantially because he sacrificed and came back to DC to tend his flock.
Then again, it could have simply been planned to counter the poor optics of his two weeks on the Vineyard.
This visit to Washington was planned and announced last week. I imagine it is all about Executive Orders to:

2 - grant amnesty
Disguised/overshadowed by Ferguson riots.
