I researched the shareware but there's too much info out there and I hope someone can help me cut through. The "file info" function is the sticking point and it's a requirement to embed that for my submissions. Thank you in advance for your tips.

Doesn't windows do this? Right or left mouse button click and then file info.
Not on a windows machine right now but I remember doing this with mp3s and jpegs.

Photo Mechanic from Camerabits.com is what I use. They have a fully functioning 30 day trial. It is a powerful, fast tool for captioning and other metadata tagging.
You can have it automatically add copyright info as you download from your memory cards, batch caption, save templates for different customers.
It doesn’t do all the image editing stuff, just cropping and resizing, but it is very effective in what it does.

imgur, they have a free or pay service. Only difference is they don't delete the paid subscribers info when your allotted space is used.
