Maybe one other thought ... Since the substations would remain above ground a breaker could be set to trip once the surge came in thereby saving the underground lines.
It would be much easier and cheaper to detonate a van full of Cobalt 60 in NYC financial district.

You are correct about HEMP - high altitude electromagnetic pulse. It generates the three most damaging forms of nuclear-originated EMP.
But SCUD-like platforms can deliver a SREMP -source regional EMP which can disable a metro region like ny to boston. They are essentially direct effect weapons that dont produce the E1 pulse inherent in an exoatmospheric blast that excites the atmosphere and kills a national area line of sight.

Going from memory, but there have been some articles about creating a “poor man’s emp weapon” that isn’t a nuke. Will have to look for them later.
There was also a recent thread here about how taking down a small portion of the grid in an initial attack could have a massive cascading impact and take down most, or at least a lot, of the rest of it. Even medium sized disruption that spans into weeks or months will cause an absolute nightmare.
Nine out of ten Americans being killed would be about 280 million deaths from a catastrophic event and would almost certainly trigger a nuclear retaliation causing hundreds of millions more deaths. That is a Tribulation/Apocalyptic scenario.
How do you retaliate against the sun, which is 93 million miles away?

My point was that to try and generate a EMP means you need both the warhead and lifting body strong enough to stay out of the blast zone.
Any country other than USA, Russia, UK, France doesn’t have the range to reach us.
Now a shipping container in San Francisco bay would be much easier and cheaper.
There have been plenty of mass exterminations of people without it being the end of times. The black death killed half the population of Europe, and people thought it was the end, but it wasn’t.

The sun is used explicitly in the Bible and specifically in Revelation as one of the punishments and plagues during the Tribulation. Who knows how many hundreds of million deaths around the world would be added to the 280 million deaths in this country? If that's not a Tribulation/Apocalyptic scenario I don't know what is.
Forget EMP. Its a lot easier to just take down the grid by demolishng enough substations. If you do not have an alternative power system you need to get working on it becausse we will at some point be in the dark for 18 mos to 4 years.
Google "Russian EMP" and find out what happened to their power plant after a nuclear test.
