WASHINGTON The Obama administration is urging schools to abandon overly zealous discipline policies that civil rights advocates have long said lead to a school-to-prison pipeline that discriminates against minority students.
The wide-ranging series of guidelines issued Wednesday in essence tells schools that they must adhere to the principle of fairness and equity in student discipline or face strong action if they don't. The American Civil Liberties Union called the recommendations "ground-breaking."

I don't know about other cities, but I can tell you from personal experience that it is usually a black student who is the first to act out in a classroom, then joined by other students. I see black students wandering the halls when they should be in class, in much greater numbers. This is not a figment of my imagination, it's what I see every day with my own eyes.
Are civil-rights advocates educators? No. They are looking for causes to further their agendas, and have presently focused on students as vehicles for that purpose. And you think they give half a ___ about what happens to those students they advocate being punished with a slap on the wrist for carrying a weapon into school, setting fires in stairways or bathrooms, or beating up your kid down the line? Furthermore, they want to send people into schools to "monitor" that the numbers of students punished for misdeeds adheres to their sick idea of quotas.
Think on this for a moment. What message do you think this will convey to potential miscreants? Ha-ha, you can't discipline ME, 'cos you'll be over your quotas. I'll get the Feds in here to mess you up.
Ensure that school personnel understand that they are responsible for administering routine student discipline instead of security or police officers.
Teachers are routinely warned NOT to break up fights in classrooms or halls, to leave that to security personnel. And if they are injured while trying to break up a fight, they will not supported by the powers-that-be.
Provide opportunities for school security officers to develop relationships with students and parents.
A lot of the school security officers are no better than the students in their behavior. I have often seen them fraternizing in an inappropriate manner with students or congregating to engage in personal conversations instead of ensuring school safety. So it seems to me that they are ALREADY "developing relationships" with students--the wrong kind.
...And, it encourages schools to collect and monitor data that security or police officers take to ensure nondiscrimination.
Collect and monitor data? More data in the hands of the govermment, to manipulate and use to further their own agenda? Just what we need. So disruptive students can go and hide behind the skirts of the government instead of having consequences for their actions.
Arne Duncan, a non-educator, insists that "we need to keep students in class where they can learn." Riiiight. We need to keep students who are disrupting classes and keeping the kids who WANT to learn from doing so in the class, so that NO ONE can learn. I've seen plenty of this going on, and it breaks one's heart to see the kids who WANT to learn being prevented from doing so by the disruptive kids who destroy the learning environment with noise and horseplay and who divert the teacher's time from teaching so that they can deal with the disturbances caused by the disruptive students.
"For example, in our investigations, we have found cases where African-American students were disciplined more harshly and more frequently because of their race than similarly situated white students," the letter said.
How were these "investigations" conducted? Who conducted them? What agenda was behind the investigation? Inquiring minds want to know. Were the African-American students disciplined "more harshly and more frequently" because they were indeed doing stuff they should not have been doing in greater numbers and great frequency? In the present climate of our society, it is hard to believe this letter's statement. If anything could be conclusively proved along these lines, it would have already have resulted in headline-grabbing court cases.
This is going to lead eventually to massive increases in the (already high) numbers of video security and monitoring cameras in schools.
Schools are going to become total reality immersion zones for recorded and remote monitoring.
The schools should just use H0lder as a Whipping Boy.

I still say that this is the administration’s model for the larger criminal justice system: Separate enforcement of the law depending on ethnicity.
