This Wednesday the governor of Kuzbass Mr. Aman Tooleyev urged the State Duma’s lawmakers attending the meeting of the provincial parliament to pass a bill against freeloaders and “professional unemployed” who number 4.4 thousand people in the province.
“This is dangerous from the both economic and moral point of view. A stratum of “professionals” who don’t work, don’t want to work, won’t work has emerged. There are 4.4 thousand of such ‘professional unemployed’ in Kuzbass’, said Tooleyev.
The governor added that there are 22 thousand of unemployed while the local labour registry offices offer 30 thousand jobs. “They [the professional unemployed] have learned the law well and walk for the unemployment benefits like all other people do for their paychecks. They are said that there is a job for them and offered a training programme. They answer: “don’t worry, don’t bother yourself with this, we won’t work anyway”.
He also said that the local development needs more than 7 000 builders, the coal mines offer 1600 jobs, the hospitals need more than 2 000 physicians, also the unemployment offices offer 1500 truck driving jobs.

But I see nothing really wrong with ensuring people who can work don’t get government handouts if there is a job they could do.If private charity wants to support the lazy it is their right.

Yep, willing repeated unemployment was a felony in USSR. It was legalized circa 1993 along with a homosexuality. AFAIK “parasites” or able bodied people living off their relatives and government benefits are still tracked by Russian police. They and their children believed to be a risk group as people who tends to commit crime more often than the majority of population. Such a status also reduces chance to have suspended term if convicted.
We need this here in the US.
Govt. handouts should be limited mainly to Orphans, Elderly who have no family support, and mentally or physically disabled people. Anything beyond that should be temporary and require some sort of work or community service to maintain. In the case of single moms struggling to feed kids, there should be incentives to NOT HAVE MORE KIDS, and incentives to get off of assistance completely.
All of it should be means tested on a recurring basis to keep the freeloaders out.
Yes, they did, however the the refusal to work was measured in the amount of "work" done in Communist party praising, boosting, lauding and promoting for the Party, so, for example, hanging and looting the Kulaks was considered highly productive "work".

The mentally and physically disabled can also work. Goodwill for instance has a great program to work with them doing actual productive work. The few times I’ve utilized their services for simple activities they have done an outstanding job.
I just don’t want that classification is abused the way disability by many today.

You're right. Nevertheless, in this situation the governor meant only the government handouts and the abusers, nothing more. "Communist" type of work still survives in North Korea, probably, but not Russia, if you are about cruelty.
