But I see nothing really wrong with ensuring people who can work don’t get government handouts if there is a job they could do.If private charity wants to support the lazy it is their right.

Yep, willing repeated unemployment was a felony in USSR. It was legalized circa 1993 along with a homosexuality. AFAIK “parasites” or able bodied people living off their relatives and government benefits are still tracked by Russian police. They and their children believed to be a risk group as people who tends to commit crime more often than the majority of population. Such a status also reduces chance to have suspended term if convicted.
We need this here in the US.
Govt. handouts should be limited mainly to Orphans, Elderly who have no family support, and mentally or physically disabled people. Anything beyond that should be temporary and require some sort of work or community service to maintain. In the case of single moms struggling to feed kids, there should be incentives to NOT HAVE MORE KIDS, and incentives to get off of assistance completely.
All of it should be means tested on a recurring basis to keep the freeloaders out.
Yes, they did, however the the refusal to work was measured in the amount of "work" done in Communist party praising, boosting, lauding and promoting for the Party, so, for example, hanging and looting the Kulaks was considered highly productive "work".
