Per the Obamacare Web Disaster: Many of you know I develop websites just like this for a living. It's what I do.
I am here to tell you, given three years that they were given, if I had the following team: One artistic Design person, One skilled DBA, one skilled Security guy, one Web/Data integration specialist, three skilled developers (2 on .NET and one on jQuery), one Business Analyst who knew the legislation, and one Policies and Procedures person (for the ATO and C&A certifications and documentation) and me as Architect, I could have had this thing deployable and humming along on Oct 1.
Yes, the scope would be larger because of the multiformat data exchanges with other Federal agencies..... but that is why I assigned one guy for Web/Data Integration. He'd have three years, and I would ALSO take this strategic move:
I would launch a web service, secured, where they could both retrieve and deliver data. THEY would need to meet MY interface requirements. Thusly I would leverage their people, costing us less. My Web/Data Integration specialist would then only have the task of retrieving the data from the secure web service repository, and shuffle it where it needs to go.
I could have done with with 10 good people. See, I've DONE systems of this complexity before. My estimate of man-years is accurate. We'd have 30 man-years, plenty of labor necessary to accomplish this.
10 people. Let me re-emphasize that.
10 people.
That's it.
I would not have charged 300 million, I would have charged 12 million -- maybe even 15!.... and we would have all gotten EXTREMELY wealthy on it.
This does not include hardware and the people to set that up. Figure 20 million for that.
Because this Obamacare website is such an ongoing disaster, I am compelled to creativity.
I HEREBY COIN THE TERM:
"FUSTERCLICK" (c)
You want to see for yourself, here’s the GitHub:

Looks like one contractor did a decent framework and then handed it all off to a bunch of n00bs
“one Business Analyst who knew the legislation,”
“Knowing” the legislation might be a bigger problem than you think.
. . . I have no doubt at all that you could have delivered a functioning website for $12 million or so, tops.
But, on one hand, you didn't make a sizable contribution to the ObaMao campaign for a no bid contract.
And, on the other, what good does a well functioning cash register do for a store selling a tainted and defective product except postpone the inevitable?

You would have charged $15 million and 3 years? I have no idea how these websites are made but I heard prices as low as $50 grand and as short a time as 3 months. I mean what is the whole point of this website? To sign people up to an insurance plan. So why would this take 3 years and millions of dollars?
Cheap and efficient subcontractors like yourself are a dime a dozen. Therefore the need to hire someone like Michele's "Ivy League" classmate as the non-compete prime contractor. She is much better at assembling a team capable of creative cost increase justification and knowledgeable about distributing excessive profits, beyond a common business professional's imagination, "appropriately".
Have they even exceeded a 1B dollar cost yet? Mild by the comparision of other government IT projects - go check it out...
And the price tag is so I get rich... and still come WAY under what they actually spent, by an order of magnitude! :)
Errrr.... not so much.... being as that is the segment I serve right now. LOL!
It's not about how much you can SAVE, it's about how much you can SPEND... ;-)
'Cores' -- a term for a contract manager -- get bonuses for saving money. :)
Bump!
And we should have lunch some time in Dec. I have interesting news.
Trademark the term. You may get rich yet.
I allot an additional 9 months for that. I actually figure, 2.5 years for the technology. Say, 3 months for overall architecture, another 3 for tech spec, meanwhile the Data Exchange guy is nailing down his interface, and so is my DBA (who -- for some odd reason -- is always a 'her'). Using SCRUM / Agile, I give a year for all my people to get to Alpha. One-half year to Beta. One-half year of hardcore testing (various people shift into tester role at this time).
There was 3 years and some change available.
Plenty for 10 good people to knock it down.
LOL!
See my #31. I accommodate plenty of time for shifting sand.
R U a national prime contractor, a four star general, cabinet member, former senator, vice-president, campaign bundler, or some other insider? If not then you're just one of those subs lucky if you get to work directly with a local contracting office instead of through one of the above.
Naw. Not at work. I don't ever crap where I eat.
OFF hours, now... I'd hit it.
On the other hand, I *might* secretly enroll every single person who signed up for an account, into the NRA, the GOA, the JFPO, the NAGR, and maybe even their local Tea Party organizations. LOL!
Yes.
I am all these things.
And SO much more.
Liberal Womyn...
Clinton? He'll screw in anything...
You're on. :)
Your turn to pony up. LOL
