“Knowing” the legislation might be a bigger problem than you think.
I allot an additional 9 months for that. I actually figure, 2.5 years for the technology. Say, 3 months for overall architecture, another 3 for tech spec, meanwhile the Data Exchange guy is nailing down his interface, and so is my DBA (who -- for some odd reason -- is always a 'her'). Using SCRUM / Agile, I give a year for all my people to get to Alpha. One-half year to Beta. One-half year of hardcore testing (various people shift into tester role at this time).
There was 3 years and some change available.
Plenty for 10 good people to knock it down.
