Lee Harvey Oswald was a Marine. There are millions of men and women who served in the military. Not all of them are good people. Most are though.

He was awarded the Global War on Terrorism Service Medal and the National Defense Service Medal prior to his discharge in January 2011. I think that anyone who serves any time in the military gets the Global War on Terrorism Service Medal and the National Defense Service Medal. It's nothing out of the ordinary.
