According to a recently declassified Inspector General report the CIA embedded four intelligence officers inside the New York Police Department even though an Executive Order and the National Security Act of 1947 explicitly forbid the CIA from conducting domestic surveillance. The report, completed in 2011, says that officers believed there were no limitations on their activities and the scope of their work went beyond foreign intelligence.
Four Central Intelligence Agency officers were embedded with the New York Police Department in the decade after Sept. 11, 2001, including one official who helped conduct surveillance operations in the United States, according to a newly disclosed C.I.A. inspector generals report.
That officer believed there were no limitations on his activities, the report said, because he was on an unpaid leave of absence, and thus exempt from the prohibition against domestic spying by members of the C.I.A.
If you arent getting paid its not against the law? That loophole would be absurd if it existed.
Another embedded C.I.A. analyst who was on its payroll said he was given unfiltered police reports that included information unrelated to foreign intelligence, the C.I.A. report said..
The C.I.A. inspector general, David B. Buckley, found that the collaboration was fraught with irregular personnel practices, that it lacked formal documentation in some important instances, and that there was inadequate direction and control by agency supervisors.
The CIA agents left in 2012 which means they were inside the NYPD during Occupy Wall Street though Im sure like their FBI and DHS colleagues they were completely unconcerned with peaceful political activities.
The report comes amidst a series of lawsuits related to the NYPDs questionable post-9/11 surveillance tactics regarding Muslim-Americans. Many Muslim-Americans feel they have been unjustly targeted by the government and the NYPD, which turns out to be the case. The NYPD also crossed into New Jersey without notifying the NJ state government to spy on Muslim-Americans there. There may even be more information to come as the lawsuits make their way through the courts.

As with all such charters ... they are dependent upon the discretion of the President of the United States, in other words, the President can direct chartered organizations to proceed as directed my him as he is the charter holder.
And we used to think those conpiracy guys were nuts. They’ve all been vindicated during this adminstration.

If they are already engaged with a foreign aka non domestic threat they have authority to pursue and conduct surveillance on said target in the conus or not.
These agents were operating under a concept called NOC. Non Offical Cover. Such was used inside and outside the CONUS many times. We used Air America in Vietnam, Southern Air in Central America and many “contractors” to this day inside and outside of the USA.
They will get you a high paying job where travel or embed in a location of choice and ... Your paycheck is not payroll CIA blue badge but your collection and delivery of data is.
Think of such as a police departments use of CI’s ....confidential informants.
Lots of loopholes used by Uncle Sugar for good and or bad.

There are so many naive posters on this site when it comes to the CIA.
I can’t even count the times that they think CIA couldn’t possibly operate in the US.
The CIA wouldn’t dare kill someone.

A person can be the type that has a paper file only locked up somewhere that has been recruited like an independent contractor but they are doing it for the CIA
