I like the idea that the CIA is the only US government corporation incorporated for profit. They did that so they can run shadow businesses and keep the profits for themselves -— without having to turn them over to the Treasury. I think they were incorporated in Puerto Rico whereas the rest of them are incorporated in MD or DE.
