I found this to be an interesting Article. A quote near the end is very indicative of a strange mindset:

"The exceptions for rural workers were designed to assist genuine farmers to feed the nation."
What I see from my place here in Kentucky is that the Government of the U.K. Does not want it's subjects to have the ability to live outside of the cities and towns they control with the use of tools like the massive CCTV network there.
So... How long before these same measures are used against us? I'm not really sure, but I can see that we are already on that road.

there is no real surpise here, socialist England has always centrally planned where they are permitted to live. I guess it comes with it all having been the king’s land at one time, now it all is the government’s land.
We are getting there if we dont get rid of the would-be-king in the next election.

How long before these same measures are used against us?
They're being used now. My governor just announced that the state is buying another 2000 acres of mixed forest, swamp and farmland near me for "recreation and preservation". They're also buying several thousand more acres for greenbelts, wildlife corridors, and buffer zones.
The buffer zones are most insidious because to they dictate what can be done on adjoining private lands to an increasing degree.
