"The board last month reversed course and voted 7-4 on an amendment to permanent regulations that would exempt existing clinics from rigorous architectural standards included in previously adopted temporary rules.

But Cuccinelli, an anti-abortion Republican, on Monday informed the state Health Department that his office has concluded the board lacks the legal authority to take an action he sees as at odds with an applicable section of state law."
