Extreme winter weather in Peru: Government sending blankets to freezing people

Perus government on Monday sent 18 trucks carrying 97,000 blankets to villages in the Andean highlands, where the populations endure freezing temperatures.
The blankets were sent to Puno, Apurimac, Ayacucho, Junin, Huancavelica, Huanuco, Ancash and La Libertad regions, daily La Republica reported.
The shipment is part of the national government plan to provide support to people who are not properly equipped to weather the cold.
Children and the elderly are often the most vulnerable to the cold temperatures, and every year a number of people in the highlands die during Perus cold winter months of June through August.
Last week, temperatures in the district of Mazocruz, located some 4,000 meters above sea level in the Puno region, dipped to -18 degrees Celsius, which is the lowest temperature in the department so far this year.

Call me ignorant, maybe even stupid, but.
I have observed over the years that whenever a excessive temperature variation (heat) from the norm occurs on large scale for one part the globe, a reverse variation (cold) simultaneously occurs large scale at another place on said globe.
This has lead me to rationalize that at any given time, there is a mean average temperature for the earth as a whole. If one part of the earth becomes hotter than normal, another part of the globe simultaneously become colder than normal to average out the mean temperature.

Al Gore said we need to “feel” a certain way about man made global warming, I mean man made climate change, er whatever we are supposed to think/call it this week.

That is what I was thinking. Maybe they should just move a little west and down in elevation.
I suspect that even in the winter the Pacific Ocean is still 75 degrees Fahrenheit at that latitude

True, but Florida gets freezes and it’s barely above wave-height. 4000m is a long way up and probably makes a big difference.

They are only in to their third week of winter. -18C = -O.4F. Rather cold for that early in their winter, even at that altitude range. For but one web site providing information on the diverse climate of Peru including some stats on the mountain ranges,
Check Here. Notice for the past few years their winters have been trending to the colder side.
