A cold sullen dawn stole over Hitokappu Bay on Wednesday November 26. Low surface clouds hung from a leaden sky. Snow spilled to earth and swirled over the surface of the water so that each ship saw her neighbor only as a gray indistinct shape in the semidarkness
Blinker signals stabbed through the erie half-light. Then at the stroke of 0600-which was 1030 November 25 in Hawaii and 1600 November 25 in Washington- decks and ladders thudded with the hurried steps of officers and men speeding to stations. Shouted orders pierced the air, the pull of giant chains sent cries of tortured steel across the bay. Huge turbines droned in the engine rooms as powerful propellers slashed the water. Akagi’s anchor chain stuck, delaying the sailing half an hour and sending a ripple of consternation through the superstitious. Then, one by one, the vessels of the task force glided like ghost ships from their secluded rendezvous and plunged into the Pacific.

- Lt. General Short receives a coded message from George C. Marshall warning that war may be imminent.
- In General Short's reply to Marshall's warning on possible hostility with Japan he sends: REURAD FOUR SEVEN TWO 27TH. REPORT DEPARTMENT ALERTED TO PREVENT SABOTAGE. LIAISON WITH NAVY. SHORT.
- In a meeting FDR, Marshall and Stark both suggest that a concerted effort to be made to avoid war with Japan for at least 90 days to allow for the build up in the Philippines, telling him "the most essential thing now, is to gain time."
- Kimmel receives a message from the CNO beginning with the words: THIS DISPATCH IS TO BE CONSIDERED A WAR WARNING. Kimmel is also instructed to inform General Short of the warning. That same day Short receives a message from General Marshall stating: NEGOTIATIONS WITH JAPAN APPEAR TO BE TERMINATED TO ALL PRACTICAL PURPOSES WITH ONLY THE BAREST POSSIBILITIES THAT JAPANESE GOVERNMENT MIGHT COME BACK AND OFFER TO CONTINUE. JAPANESE FUTURE ACTION UNPREDICTABLE BUT HOSTILE ACTION POSSIBLE AT ANY MOMENT. IF HOSTILITIES CANNOT, REPEAT CANNOT, BE AVOIDED THE UNITED STATES DESIRES THAT JAPAN COMMIT THE FIRST OVERT ACT. THIS POLICY SHOULD NOT, REPEAT NOT, BE CONSTRUED AS RESTRICTING YOU TO A COURSE OF ACTION THAT MIGHT JEOPARDIZE YOUR DEFENSE. PRIOR TO HOSTILE JAPANESE ACTION YOU ARE DIRECTED TO UNDERTAKE SUCH RECONNAISSANCE AND OTHER MEASURES AS YOU DEEM NECESSARY BUT THESE MEASURE SHOULD BE CARRIED OUT SO AS NOT, REPEAT NOT, TO ALARM CIVILIAN POPULATION OR DISCLOSE INTENT. REPORT MEASURES TAKEN. SHOULD HOSTILITIES OCCUR YOU WILL CARRY OUT THE TASKS ASSIGNED IN RAINBOW FIVE SO FAR AS THEY PERTAIN TO JAPAN. LIMIT DISSEMINATION OF THIS HIGHLY SECRET INFORMATION TO MINIMUM ESSENTIAL OFFICERS.
