I think that’s suspicious enough. In any case, if it just fell off, both the driver and the company need to know about it.

Now that it has happened, you can reassess. Since there was a specific alert regarding these trucks, if any cop tells you that you did wrong then they are out to lunch.
No license plate? You did the right thing. It doesn’t hurt for the police to check it out. If it amounts to nothing, wonderful. If it does amount to something, wonderful - er that you noticed and reported it.
Where do I report suspicious activity going on at 1600 Pennsylvania Ave Washington DC. Would the Justice Dept look into that?

Thinking you did good. Will tell a story which is the truth. Saw something similar about six plus months ago while out running errands. Reported it. Police scrambled. Found out I was tailed by at least four police cars. I was not the one in the box truck.
This thread could get real interesting.
The police have other contact numbers besides 911. This doesn’t sound like something that rises to the level of ‘emergency’, which is what 911 is for.
We should all be reporting one another. Otherwise the federal government’s open-border and terrorist-importing efforts will have been for naught.

Better safe than sorry. You made the right call. BTW, don’t worry about using 911. How the hell are you going to call a non-emergency number you don’t know on a cell phone while driving? If 911 doesn’t like it, then THEY can switch you to the non-emergency number, and if they start bitching about it, I point out that they’re the ones wasting precious 911 dispatcher time rather than just switching me to a non-emergency number.
BTW, I NEVER give my name when calling in something as a citizen. If they bitch about it, I just remind the dispatcher the call is on tape, I’ve done my duty as a citizen, and if they choose to ignore it, the whole conversation is on the dispatch tape and should something bad happen as a consequence of them ignoring the call and if I find out about it, I’ll be sure to report THAT too, and suggest the dispatch tapes be reviewed.

In all seriousness, I don't know about rental or commercial vehicles but there are states where only one tag is required on the vehicle. If the vehicle was from a state that requires only one tag then the tag may have been on the opposite end of the vehicle (out of your sight). However, in your case you felt the need to call. It was your decision to make, whether it was right or an overreaction is something you'll have to decide. :)
I just pray those who answered your call didn't overreact or shoot the rental truck driver's dog if he/she had one.

Seriously these trucks are owned by franchisees and/or lease-back investment groups. Lots of reasons for a plate to go missing. Did you notice if the bracketing was also missing ? IOW, IMO you’re reacting exactly as the statists want you to ! >PS
