In Tokyo... Vichy France and Japan sign an agreement on the mutual defense of Indochina.
In Japan... Japan freezes Dutch assets. Almost 75 percent of Japan’s foreign trade is at a standstill and 90 percent of its oil supplies have been cut off.
In Germany... General Ludwig von Schroeder, the former head of civil defense and president of the 13,000,000 membership of the “Air Raid Protection League,” dies of injuries received in a plane crash near Belgrade.

ASW trawler HMS Buster launched.
Submarine HMS Ultimatum commissioned. (Dave Shirlaw)
U.S.S.R.: Moscow: Stalin demotes General Georgi Zhukov from the position of chief for the General Staff, for advising a tactical surrender at Kiev, replacing him with Marshal Boris Shaposhnikov.
FAR EAST: Vichy France signs a treaty giving Japan control of its colonies in Indochina in the event of enemy attack. The Japanese occupy southern French Indochina with the permission of the French. (Jack McKillop)
U.S.A.: The US Secretary of the Navy approves the installation of a Radar Plot aboard aircraft carriers as “the brain of the organization” protecting the fleet from air attack. The first installation is planned for the island structure of USS Wasp (CV-7). (Jack McKillop)

- "On the strategic axis of Moscow the Germans are unable to mount a major offensive operation in the near future owing to their heavy losses and they lack appreciable reserves to secure the right and left wings of Army Group Centre. On the Leningrad axis it is impossible for the Germans to begin an operation to capture Leningrad and link up with the Finns without additional forces." - Marshall Georgi Zhukov
- Guderian's panzer group has shrunk down to 286 tanks from its initial strength of 953. Of these remaining tanks, 132 were outdated Mark I and IIs.
- Hitler removes Richthofen's VIII Air Corps from Kesselring's Air Fleet 2 giving it to Air Fleet 1 supporting Leeb's drive towards Leningrad.
- Kleist orders Kempf's XXXXVIII Motorized Corps to advance toward Pervomaisk.

Does anyone here doubt that Knox spoke for President Roosevelt, or that Roosevelt was working to prepare Americans for war?
