I’m sure they will find a racist hate mongering bigot liberal to take your apartment. And they will continue to have their loud parties and the police with know them on a first name basis. Eventually one of them will be arrested and they will claim police brutality. Then it’s time for you to come forward as a “Character” witness for the landlord. Now wouldn’t that be fun? ;) Imagine having to testify against them in a court room

I am a landlord. We have a small apartment attached to the house. I am getting ready to evict a tenant who really doesn’t want to go. I have researched it, and I only need to give 30 days notice. I don’t have to give a reason.
Why do you want to fight to stay somewhere you aren’t wanted?

You can file a housing discrimination complaint with the equal opportunity commission of your state alleging discriminatory terms and conditions at no charge to you.
The landlord will receive a warning that, during the term of the investigation, any retaliation against you will be cause them to be subject to severe penalties.
I am not an attorney but a landlord and have had this happen to me. This should make them behave.
You might find something there. You could also take a picture of the person parking in your space.
Based on the limited info available, I would suggest:
1. Get copies of all police reports you filed
2. Take pictures of the vehicle parking across spaces (make sure you get the license plate in at least one pic)
3. Immediately get affadavits from the neighbors you say can attest to what is going on.
4. Determine who are managers versus owners of the property.
This sounds like a civil matter, but doing the above would be a good start.
One more clarification needed. Was this a notice to terminate your lease, or a notice to not renew once the lease expires?
Why would you want to live there and put up with that? I would consider it a blessing to have the lease broken.
You want to buy time and get them to pay house moving costs. Tell them because you are a Vet you are going to the cutest human interest reporter at your locl TV station and to plan to be on camera.

Apartments are usually owned by a business group or owner who is deliberately not nearby. They hire a management firm to run the place. The owner/s lives are much more pleasant that way. Tennants typically think the apartment manager is there to serve their needs. Nothing is farther from the truth. The manager is there to insulate the owners from crap. Hire an attorney to craft a letter threatening to file a complaint with HUD. Most complexes get some sort of HUD subsidy as part of their loan guarantees when they bought the place/s. They value that free money from HUD far more than some pissant apartment manager.
