I wonder what the are doing there.

They are dancers. They perform with about 20 other dancers, typically at hotel dinner shows. Usually a bit risque but not over the top by Western standards.

NK is happy, they are not the only country that has to save energy:

China's Drive to Save Energy

´Beijing, March 20 (KCNA) — China directed efforts to saving energy in the period of the 11th Five-Year Plan. As a result, its average annual energy saving capacity increased at least 13 million tons, when calculated in terms of standard coal.

The number of energy saving service companies swelled to more than 800 last year from over 80 in 2005.

Russian dancers, not sure I mentioned that. Most likely there on a 9 month visa or something on that order. Perhaps even traveled there from China where they would have put on a show tour.
