Heres what they, and every other state facing similar organized action, need to do:
1.Bring in the cops and pay the overtime. Outfit them in those black ninja suits with lots of padding and hardware. 2.Since the schools are already empty, take over the gymnasiums and rent a few porta-potties, one for men,one for the ladies. 3. Arrest and detain every jay-walker, litter-bug, peace disturber, trespasser etc. and detain them until someone pays their fine the maximum. 4. Boot and ticket and tow and impound every vehicle parked the least bit out of line. 5. Advise area food businesses to raise food prices, and parking lot fees. 6. If unions bus in their own food, put food inspectors on them. 7. fire any state worker who refuses directions.
Get the idea? Maybe they could balance the states budget out of this mess.
They dont need to go to the heart; they should start at the fringe and work your way in. In other words: pick the low-hanging fruit first; once the outer border dissolves, the core will weaken.
It's a matter of mob psychology -- and revenue enhancement.
Lawsuits? Delay, delay, delay.
There are many legal technicalities to this general strategy that need discussion and input from those more knowledgeable.
These things are what they do. They're the ones who set the terms of this fight. To win, we'll need to think like them and do what they'd do, or so it seems to me.

#7 seems obviously correct. The first six sound like you would prefer a totalitarian government. I disagree.

This isn't a game and they aren't the "loyal opposition". Act accordingly.
Instead of the collective bargaining back to wok details, let each teach try to get job back on thier own merit.
Mmake them pay for stress they put on students.
Make them pay for all baby sitters and days off for parents who couldn;t get child care, ETC.
I would just go back to business without them - I notice they are back in session Tuesday & no, they do not need that quorum to introduce and pass any non fiscal items - like right to Work & shall issue carry permit.
Can’t the Governor fire all the teachers that are protesting like Reagan did with the air traffic controllers?
I’m sure there are teachers in other states that have either been laid off, cut back to part time or substituting while they wait for a job that would be happy to move to WI to take some vacant positions!
The problem is that this is not technically a strike. In the eyes of the law, especially now with doctors handing out sick notes, it is just a bunch of workers who are making use of accumulated sick leave. There's probably nothing the governor can do force these slackers back to work, which is why he needs to strip them of their collective bargaining rights first.
As other posters have pointed out, the Democrats are only needed to deal with fiscal matters. The remaining GOP legislators in Wisconsin should perhaps use this free time to pass other bills that would benefit the residents of this state. Perhaps the first one would be that any government worker hired in the future would only be allowed to accumulate personal time off, instead of being allowed sick days.
On another thread someone suggested passing legislation that does not require a dem vote (non-financial matters) but would be highly un-palatable to dems - like “Run for POTUS-Bring Valid ID” or rescind environmental legislation. Then the Dems would be forced to come back or let that kind of thing happen. That’s a great idea as far as I’m concerned!
I believe Reagan was able to do so because in the PATCO contract had specific language that did not give them the right to strike. Reagan warned them of the consequences and acted when they refused to comply with the law.
As much as I like the idea, I think we have a different situation here. Although, technically they aren't on strike. So I guess Walker could fire them.

Protest is off limits to us, every time we've resorted to it we're defamed. The left is very sophisticated in the use of imagery-- at finding the least flattering and most symbolic instances to depict any given event.
I'm not terribly optimistic about the outcome unless we use any & all means not expressly illegal.

I don’t know how it works in Wisconsin, but in most states, teachers are employed by the local school board. They may bet part, or even most, of their salary from the state, but the hiring/firing decisions are made at the local level. So, to answer your question, the governor probably can’t fire them.
