The question isn’t “to” vs. “and”, it’s “isn’t his” vs. “in this”.
If you make the latter replacement (they do sound similar, after all), I believe the sentence makes much more sense.
It is sometimes moral to pick the lesser of two evils. She would need to be clearer on that point.
She's using an easily-understood colloquialism that refers to the confused state of affairs. I think it gets the point across nicely.
But maybe I'm just some dumb hick who doesn't understand the finer points of speaking to please the self-appointed intelligentsia.

She actually said, "It's right for Americans to try to figure out who's on first IN THE situation."
So what? Baseball, comedy and even (horrors!) military metaphors are used all the time, especially on interview shows which are not known for Oxford-perfect English.
Regardless of where the baseball expression reference came from (you have a problem with Abbott and Costello..baseball...or what?), it is commonly used and understood among the vast majority of Americans and I am surprised someone would take issue with such a commonly accepted expression and nitpick over such an extremely small thing.

I believe you're the one who said the Alaska series Palin did was going to be just like the Osbournes, and that she and her family were going around stealing things in Hollywood when they were there.
