Andy Serkis and Ian McKellen have both said that every character that appears in both stories-- except Bilbo and Gloin*-- is being reprised, or rather
pre-prised by the LotR actor.
If that's true, Hugo Weaving will appear as Elrond.
*Gloin, Gimli's father, was very briefly seen in FotR as one of the two older Dwarves at the Council of Elrond.

Elrond is six thousand years old. That wet-behind-the-ears infant, Hugo, will pull it off, maybe with just makeup, or maybe with the sort of help Bruce Willis got for his android character in Surrogates.

Actually, I thought him a little too wrinkly in LOTR, though the scene at Rivendell remains one of my favorites. "Welcome to Rivendell, Frodo Baggins." Elves are supposed to be all smooth and ageless, like vampires.
It would be fun if they have Arwen (Liv who?) swanning around in the background of the scene...no speaking parts, just looking beautiful and moody, pining for Aragorn. It's been almost ten years, and they better stretch some pantyhose over the camera lens.
If I were doing Hobbit, I'd take a completely different tack. Maybe make it all CGI, all new art direction. It is a completely different kind of story than LOTR. We're going to end up feeling disappointed with recycled artwork.

Even Christopher Lee? I thought he wouldn't come to New Zealand anymore. Unless they plan on going "outside the book" and showing Gandalf meeting with the White Council (the reason he leaves the party about midway through), Saruman isn't in The Hobbit.

Lee is supposedly doing the voice of Smaug. He can do that from a studio in GB, if necessary. In Post.
Could shoot him in GB for any desired Sarum-action as well.
