Andy Serkis and Ian McKellen have both said that every character that appears in both stories-- except Bilbo and Gloin*-- is being reprised, or rather pre-prised by the LotR actor.
If that's true, Hugo Weaving will appear as Elrond.
*Gloin, Gimli's father, was very briefly seen in FotR as one of the two older Dwarves at the Council of Elrond.
