He finished second in New Hampshire in the 2008 cycle despite hailing from nearby Massachusetts, and appears to be focusing on building enough support to win the state (which comes second in the voting calendar and plays a major role in who ultimately wins the nomination) in 2012.

That is one thing that separates Mitt Romney from other politicians, you never have any idea what he believes in, or what position he will take on the same issue from year to year.
It is as though he steps out of an office with a fist full of handouts and announces this is my new current position and talking points on X, disregard last years handouts on X, but do store them for future use as they may become current again in the future.
