A bit of a strectch, I'd say.
Churchill, who is not the prime minister, is thinking about Sweden, so you want to charge him with "war crimes"? Remember, it's only "aggressive" if the Swedes don't consent.

You would certainly think so. But I can’t find any sign of Churchill trying to get all this smoothed out, and the Generals and Admirals didn’t do much of a job of it either. Look at Narvik for example. When P.J. Mackesy met up with Lord Cork on the Lofoten Island the two men fell out almost immediately. Cork wanted to move on Narvik as soon as troop convoy NP1 arrived but Mackesy pointed out that the transport had been incorrectly loaded leaving the vital items under less important equipment. Now you’d think that if they had planned ahead at all an oversight as simple as properly loading your transports for an invasion would have been a high priority. To quote Homer when we were talking about the upcoming western offensive, the Brits and French are making a hash of things.
