Normally I disapprove of government interference with parental authority, but in this case, I think the daughter needs to be either handed over to relatives or removed from the home completely.
This woman is obviously unsuited to be a parent.

It’s one thing to truely have a weight problem, but it’s another thing to deliberately make yourself morbidly obese. She won’t be chasing around her daughter much longer. She’ll die, and the child will be turned over to the state if there aren’t relatives.
