What I understand from this is that he broke into the building in which he lives.

I do infer that that was not the impression the writer intended to convey, but it is his job to clearly and concisely convey meaning without relying upon his reader's powers of inference...most of whom are probably Liberals.

I also understand from the above is that English grammar, composition, and comprehension should be a required course for journalists.
