Phony lookalike site?
You should have sent them a little something back. I would have.
Certainly a look-alike site, in that actual government agencies all end in “.gov”.
Unless, of course, the tinfoil-hat people would insist that that is only what they want you to think... :)
Are you behind a NAT router? Was this a blocked attempt to connect to your computer? If so then it would have been a software firewall that you’re talking about? Additionally, if you’re not behind a NAT router, and you have a software firewall warning you about all incoming connection attempts, you’d be getting hundreds of such notices a day just from IBR. (Internet Background Radiation)
Or is this a program that tried to execute on your computer?

Hmmmm......
Most government sites are .gov
Be suspicious of any ‘government’ site that is a .com
They seem to be hosted by Earthlink:

My computer is always on and attached to the internet. I’ve noticed the hard drive on my single desktop is ALWAYS doing a little “kick” every ten seconds or so. I know that because it is now in my bedroom.
Anybody got any ideas?
I’m thinking of formatting my main hard drive and re-installing xp. I’d have to re-install my software (not that big a deal). I keep all my files on an external 1 terabyte drive

I’ve been hit with Trojans twice in six days. The first one got through and locked up my computer. One of those buy virus software to get rid of the virus they just put on my computer type trojans that locks up your computer. But if you shut it down then when it’s coming back up open your Malwarebites software really quick and hit run scan you can get rid of it.
The second one hit me yesterday but my avg caught it and just gave me the warning and cleaned it.
